ACE of Texas: Analysis of Charter School Finance and Budget Information
Haas Policy Consulting, Inc. conducted a review and analysis of state financing for charter schools. These reports consisted of straightforward text and graphic analysis of the differences between funding for traditional school districts and charter schools, as well as descriptions of the implications of changes in legislation relating to both traditional and charter schools. These reports were written in language that could be understood by individuals not familiar with school finance jargon.

Texas Federation of Teachers: Analysis of District Budget Information
Haas Policy Consulting, Inc. provided reports on large, urban school districts for local TFT members. These reports consisted of straightforward text and graphic analysis of current and historical district budget information including instructional expenditures, teacher salaries, administrative expenditures, state revenue, local revenue and tax rates, federal revenue, and student information. These reports were written in language that could be understood by individuals not familiar with school finance jargon.

Texas Center for Educational Research/Texas Association of School Boards: Guide to Texas School Finance
Haas Policy Consulting, Inc. prepared a 20 page narrative guide to school finance issues in Texas designed to be used by local school board members. The guide includes information on revenue sources, funding formulas, property taxes, equalization measures as well as a section on Frequently Asked Questions and a glossary.

Texas Education Agency: Fiscal Notes for Public Education
Haas Policy Consulting, Inc. worked with staff at the Texas Education Agency to prepare and review cost estimates for legislation affecting public education. As a part of this project, HPC Inc. developed methodologies for estimating cost impacts to the state and local school districts of implementing proposed legislation. HPC Inc. also worked with TEA staff to develop a keyword index for a fiscal note database.

MGT of America: Facilities Financing Options for New Mexico
Haas Policy Consulting, Inc. prepared a report for MGT to present to the New Mexico legislature detailing options for equalizing funding for school facilities under the state's existing school financing structure and alternative financing schemes. This report was prepared in the first phase of a major project to increase equalization in the funding of New Mexico's schools.

Gibson Consulting Group, Inc.: Best Practices Review for Martin County (Florida) School District
Haas Policy Consulting staff worked as a team member for a comprehensive performance review of the Martin County, Florida School District. Areas of review included use of state funds for delivery of educational enhancement services and for the maintenance and construction of school facilities.

Teacher Issues

Partnership for Texas Public Schools: Partnership Grant for Improving Education
Haas Policy Consulting, Inc. developed proposal narrative for the Texas A&M University System application for grant funds for the Regents' Initiative for Excellence in Education. The grant, totaling $11.5 million for five years, was awarded to the A&M System to be used for innovation in recruiting and training new teacher preparation students.

Texas Center for Educational Research: Targeting Teacher Shortages
Haas Policy Consulting, Inc., in partnership with the Texas Center for Education Research, identified and analyzed programs offered by school districts, regional service centers and institutions of higher education related to teacher recruitment and retention. The major focus of the project was to identify innovative and effective methods for increasing the pool of prospective teachers and retaining teachers within school districts. The report was delivered to the Texas Education Agency, the Texas Higher Education Coordinating Board and the Texas Legislature in January 1999.

Texas Center for Educational Research: Adult Education and Literacy in Texas
Haas Policy Consulting, Inc., in partnership with the Texas Center for Education Research, reviewed and analyzed programs funded and supported by state and federal monies, and administered by the Texas Education Agency, Texas Workforce Commission. This analysis also included interviews with state and community based service delivery organizations. The major focus of the project was to identify various components of the adult education population, resourced available, and to make recommendations for coordination of services.
